monarch service will not start

I have data pump installed on a w2k server and I can't get the monarch service to start. I have tried several different accounts, including the local and domain admin and it still will not start. The error just says that the service will not start and did not return an error code (not very informative.) does anyone have any ideas on what may be causing this? Thanks!
