The only way I can think of achieving what you needs does involve a two pass
operation.
Firstly, create a summary of Skill and Effdate as key fields (you do not need a summary field in V5).
In the summary, use a descending sort on the date and choose the suppress duplicate values
option so you get something like this:
APR1/3 7/1/1999
7/1/1998
9/1/1996
APR1/2 7/1/1999
7/1/1998
2/1/1996
APR1/1 7/1/1999
7/1/1998
6/1/1996
APLCNT 7/1/1999
7/1/1998
9/1/1996
AP2/2S 3/1/1997
AP2/1S 7/1/1996
AP1/2S 9/1/1996
A2/5SH 1/1/1997
A1/4SR 7/1/1998
3/23/1998
Then you can export this as a fixed width text file and open it up and create a trap using
the fact that the current values always have a skill field in the report.
This sort of thing is probably best set up as a script.
